Spire assisted Texas Southmost College (TSC) by executing a performance review of TSC’s $120 million bond program consisting of eight capital projects including libraries, classroom buildings, a performing arts center, a recreation center, and a student union building.
Spire’s scope of work included a review of the program funding, planning and management processes and procedures, comparison of those procedures against industry standards, and developing recommendations for improvements on future programs. Spire’s consultants conducted an analysis of the overall program management and controls process from the development and project planning phases to the final close out processes. This included the review and analysis of processes and procedures related to procurement solicitation, scoping, budgeting, staffing, reporting, contingency management, payment applications reviews, schedule management, quality assurance and control and closeout and maintenance.
Spire delivered a report of findings outlining recommendations for corrections and / or enhancements to improve TSC’s organizational structure and program management processes for future programs.
